Almost every wall that needs painting needs something done to it first. That order — treat, skim, then paint — is what makes the finish last past the first winter.
Damp treatment
The corner that blisters every winter and comes back through the new paint by spring. It gets opened up and treated at the wall itself, then rebuilt and painted — not covered over and forgotten.

$120 to paint a room. Damp treatment and skimming depend on how much of the wall is affected, so they are quoted per job rather than per room.

The damp comes back every winter — is painting over it enough?
No. Paint laid straight over a damp wall lifts again, usually within the same season, and then you have paid twice.
